Administrative Officer/Human Resources Coordinator

Organization: Atlanta-Carolinas HIDTA and the National HIDTA Program, funded by the Office of National Drug Control Policy



The Office of National Drug Control Policy (ONDCP) funds High Intensity Drug Trafficking Area

Programs (HIDTA) across the country that focus on reducing drug trafficking and it’s harmful

consequences, particularly drug abuse and drug-related crime. 




This position serves as the Administrative Officer directly responsible to the Director and Deputy Directors of the Atlanta-Carolinas HIDTA. The Administrative Officer assists the Director and Deputy Director in the day to day operations of the AC-HIDTA.  This position will be responsible for Human Resource responsibilities as well as the hiring process for all HIDTA-funded employees. Additional duties include: annual staff reviews, prepare directive revisions based on review process, and implement new procedures as needed. Additionally, this position will serve as the alternate Payroll Administrator and provide support to the AC-HIDTA Training Officer


Major Duties:


  • Assists Director and Deputies in design and implementation of administrative procedures for the Atlanta HIDTA designed to enhance administration in the short and long-term
  • Represents the HIDTA Director and Deputies in intra-agency and inter-agency relations on all administrative management matters
  • Represent/communicate the interest of office management to internal Operation groups. Presents proposals (both oral and written) to supervising chain
  • Informs Director and Deputies of project status, problems, and significant developments, as appropriate
  • Respond to and prepare various communications for the Director and Deputies
  • Assist Training Officer with scheduling, travel, expense reports and budget
  • Prepare and maintain MOUs for all HIDTA funded employees


Manages Human Resource functions: 

  • Serves as Atlanta HIDTA’s Human Resource Manager recruiting and staffing for the AC-HIDTA.  Coordinate advertising and website announcements, interviewing and hiring process and new employee orientation for HIDTA-funded employees.  Vacancies for:  Training Coordinator, Deputy Director(s), Drug Intelligence Officers, Public Health
  • Analysts, Group Assistants and Intelligence Analyst positions.
  • Represents Atlanta-Carolinas HIDTA on all Department of Labor Unemployment hearings.
  • Serves as management liaison to Professional Employer Organization (PEO) on personnel, and benefit-related issues.   Coordinate with PEO the annual health care enrollment process for HIDTA-funded employees. 
  • Develop job descriptions for new or expanded positions and consults with Director and Deputies to determine pay levels for various job classifications in conjunction with the federal General Salary Scale.
  • Coordinate revisions to Employee Handbook with PEO, resolves employee performance issues, salary treatment and coordinates benefit-related issues. 
  • Complete quarterly and annual 401K Compliance audits.  Prepare and file Form 5500 DOL submission.
  • Represent the HIDTA Director and Deputies and supporting management staff on immediate or potentially controversial personnel matters and keeps local employees informed on rules, policies and regulations which may affect them.
  • Discuss and resolve problems and concerns with team members, managers, and colleagues.
  • Resolve personnel and procedures disputes
  • Communicates organization’s goals and objectives to administrative staff
  • Provide accurate and timely information to administrative staff in response to questions
  • Work with Initiative Commanders to ensure performance evaluations are completed for Group Assistants (HIDTA Funded employees)




Serve as facilities manager for HIDTA Operation Center in Norcross, GA:  Coordinate with Property Management Company (CBRE), landlord, other agencies and vendors to ensure appropriate physical maintenance and housekeeping services for the building.

  • Oversee Housekeeping contractor employees.  Ensure services are performed daily, per terms of the agreement.  Ensure monthly supply inventory report is prepared and provide approval - forward to Finance Mgr. 
  • Ensure all contractors have satisfactory background checks for admission to facility.  Coordinate through HIDTA Intel Supervisor, review results and provide approval or deny admission.
  • Escort all contractors and CBRE personnel while in facility.   Maintain control of and provide HIDTA access badges to contractors.
  • HIDTA point of contact for all facility repair requests:  Plumbing, electrical, HVAC.
  • Point of contact for CBRE and landlord on all facility issues
  • Oversee space requirements and coordinate enhancements
  • Coordinate special housekeeping projects:   carpet cleaning and tile floor stripping/waxing
  • Point of contact for Atlanta Food & Beverage

Qualifications & Skill Requirements:

Five years professional and Human Resource experience required – prior public safety background and/or administrative support experience preferred.   Must possess excellent written and oral communication skills and formal training on Microsoft Office products. 


Salary:   $ 43,441 plus partial benefits.    


Any travel, transportation and relocation expenses for interviews and relocation will not authorized for and will not be paid by the Atlanta-Carolinas HIDTA.

a background check investigation and extensive credit check.  If required, continuation of

employment is contingent upon the successful adjudication of the results of this investigation.
