Title:   Criminal Intelligence Analyst

 

Location:   Atlanta, Georgia

Area of Responsibility: Georgia, North Carolina, South Carolina

Organization: Atlanta-Carolinas HIDTA, funded by the Office of National Drug Control Policy

 

Overview:

The Office of National Drug Control Policy (ONDCP) funds High Intensity Drug Trafficking Area

Programs (HIDTA) across the country that focus on reducing drug trafficking and it’s harmful

consequences, particularly drug abuse and drug-related crime.  HIDTA programs invest in

federal, state, local and tribal partnerships to build safe and healthy communities.  Each HIDTA serves

as a force-multiplier in their region, leveraging resources and joining agencies toward a

common goal.

 

Responsibilities:

·     Possesses knowledge and expertise in intelligence support to drug law enforcement.  Maintains a working knowledge of the various law enforcement databases and other information sources available.

·     Provides intelligence/analytical support to ongoing drug-related investigations.

·     Assesses cases to determine intelligence gaps and assists the case agent in the development of a plan to collect information addressing these gaps.

·     Collates data by merging new data with existing related data through indexing, coding and cross-referencing.

·     Utilizes specialized computer programs to organize and manipulate information.

·     Prepares comprehensive reports to be used by agents, investigators, supervisors and

Prosecutors to coordinate, direct, and set priorities for investigations.

·     Provides agents, investigators, and prosecutors with the most appropriate and effective

method of visually portraying events, including link, event and association charts

·     Reviews raw data for acceptability and utility.  Evaluates the data for reliability and content validity.  With the case agent, classifies data and determines the sensitivity to the extent that it can be disseminated. 

·     Analyses information for trends, predictions and unique crime indicators.  With the case agent, identifies and prioritizes criminal targets for additional investigation.

·     Disseminates information/reports to appropriate law enforcement agencies on a need to know basis.

·     Communicates with law enforcement personnel to provide analytical services, documents trends and will make recommendations to determine data to be entered into the intelligence cycle.

·     Prepares strategic and special reports summarizing research of information relevant to drug law enforcement.

·     Conduct surveys, researches outside sources and interviews persons concerning law

enforcement topics.

·     Applies basic knowledge of statistics and data management in order to organize, analyze and properly portray data.

·     Conducts, or provides assistance with training of other law enforcement personnel on the intelligence process, specialized analytical techniques and report writing.

·     Conducts liaison activities with law enforcement agencies, private companies such as phone companies and credit bureaus, and with law enforcement associations such as the Georgia State Intelligence Network, Regional Organized Crime Information Center and the Atlanta Criminal Intelligence Network.

·     Additional duties:   Other duties, as assigned, in support of the Atlanta-Carolinas HIDTA

mission.

 

Qualifications & Skill Requirements:

·     Experience working as a Criminal Intelligence Analyst or relevant experience

·     An undergraduate degree in any discipline

·     Strong oral and written communication skills are an absolute necessity

·     A demonstrated ability to analyze information, identify significant factors, gather pertinent data, and develop solutions; plan and organize work; and aptitude to work independently and as part of a team.

 

Salary range from GS 7/Step 1 to GS 8/Step 1 (depending on experience) – on the U.S. Federal Salaries Pay Scale for the locality pay area of Atlanta—Athens, Clarke County—Sandy Springs, GA-AL. Plus, partial Employee Only benefits.

Title:   Investigative Assistant


Location: Asheville, NC

Overview:

Responsibilities:

Performs the following administrative duties:


  • Maintain information confidentiality according to departmental/section policy. Establish and maintain DEA case files and ensure proper distribution of DEA case related reports and documentation. Transcribe case related tapes (highly sensitive and confidential), letters, memoranda and other documents. Maintain current reference manual/materials. Collect and analyze statistical data to assist Group Supervisor with the preparation of various monthly, quarterly and annual reports to support DEA, ONDCP and HIDTA objectives and initiatives. 
  • Reconcile monthly fleet card statements and enter monthly vehicle information into the Vehicle Management Information System (VMIS) provided on the DEA Form 349’s received from the agents.
  • Complete bi-weekly time and attendance for all Task Force Officers
  • Assures that the clerical and administrative work of the group is accomplished effectively in accordance with established procedures, allowing the supervisor and staff to concentrate on management and investigative duties.  The work affects the accuracy and reliability of further processes. 
  • The Investigative Assistant performs complex office automation duties requiring different approaches and methods from assignment to assignment. Chooses from a range of software applications, (e.g., word processing, graphics, spreadsheet, and project management), to perform a broad range of duties. Selects the application appropriate to the search, sort, and calculation requirements of documents generated. Produces a variety of reports, tracks suspense actions, produces charts, creates specialized databases. 
  • Maintains photocopy, printer, and fax machines by performing tasks such as clearing paper jams, replacing toner cartridges, and calling for repair when appropriate. Troubleshoots printer and other computer equipment problems for group and coordinate with IT support personnel as necessary to correct deficiencies. 
  • The work involves different and unrelated processes and methods. Decisions regarding what needs to be done are based on knowledge of the duties, priorities, commitments, policies, and goals of the supervisor and staff and require analysis of the subject, phase or issues involved in many situations. 
  • Plans and coordinates the work of the office including contacting individuals or offices to obtain, clarify or provide information for action items are completed within deadlines.
  • Responds to caller’s questions, requests and requests to gain access to HIDTA facility.  Greet visitors courteously. Determines nature of their business or problem and directs them to the appropriate staff for assistance. Uses sound judgment and knowledge of the organization and its policies and procedures to respond to routine questions, requests or needs. Records messages accurately and legibly according to established procedures. 
  • Communicates accurate information to others in a professional and courteous manner; conveying a willingness to assist. Consistently shows consideration for others working cooperatively with co-workers. Displays an appreciation of differences in approach, personalities and viewpoints of others. Solicits input from those who are affected by plans or actions. Accepts responsibility and take action showing initiative to improve workplace. Demonstrates an eagerness to learn and assume responsibility. Works within the system in a resourceful manner to accomplish reasonable work goals, demonstrate flexibility in response to process changes and adapt to and accommodate new methods and procedures. Cross trains appropriate personnel. Assists and trains new administrative and incoming Task Force personnel concerning the day to day operation of Atlanta HIDTA policies, procedures and agency guidelines. Serves as liaison between Group Supervisor and HIDTA Management on administrative support services.

             

Qualifications & Skill Requirements:

Five years professional secretarial experience required – prior public safety background and/or administrative support experience preferred.   Must possess excellent written and oral communication skills and formal training on Microsoft Office products.  


One Year, salary equivalent to GS 6/Step 1 dependent upon experience- on the U.S. Federal Salaries Pay Scale for the locality pay area of Rest of U.S. Plus, partial Employee Only benefits. 


Travel, transportation and relocation expenses are not authorized and will not be paid by the Atlanta-Carolinas HIDTA.
