The Drug Intelligence Fusion Center serves as a hub for the sharing of drug and criminal intelligence among federal, state, and local participating/non-participating law enforcement agencies.  In addition, the Drug Intelligence Fusion Center promotes access to and the appropriate exchange of information necessary to support the mission, goals, and objectives of the Atlanta-Carolinas HIDTA.

Intelligence Support

The Intelligence Support Center (ISC) is comprised of the AC HIDTA Intelligence Group, which provides case support for AC HIDTA initiatives. The ISC is comprised of federal, state, and contractor analysts. When available, National Guard analysts also support HIDTA efforts across three states. The ISC provides assistance in the form of DEA case support; ad hoc post-seizure analysis; forensic analysis; document and media exploitation (DOMEX); collocated access to major criminal databases; and the publication of regional and strategic threat assessments. HIDTA provides in-service administration training to participating agencies via the Atlanta Coalition Training System.

Deconfliction

Atlanta-Carolinas HIDTA administers the SafeTNet Deconfliction System, which is hosted by the El Paso Intelligence Center (EPIC), located in El Paso, Texas. SafeTNet is designed to prevent potential blue-on-blue incidents in the field and is strictly used for operational deconfliction in a tactical setting.

1. Law enforcement officers, analysts, and support personnel first establish an account with EPIC at https://esp.usdoj.gov/. Once EPIC access is granted, the individual(s) seeking access must email deconfliction@achidta.org in order to create a SafeTNet user account.

This account exists so that a participating agency’s agents, law enforcement officers, analysts, and support personnel can independently deconflict their own operations and targets by creating events (e.g., search warrants, buy/walks, surveillance) and targets (e.g., subjects, vehicles, etc) in the deconfliction system. If a sworn LEO cannot deconflict, then the responsibility is on the analyst, admin assistant, or other support personnel with access to deconflict.
2. In strictly emergency situations, when sworn LEOs, analysts, and support personnel from a given agency cannot deconflict, then deconflictions may be sent to the administrators at deconfliction@achidta.org to assist.
